events_range_bar_name start_id display_size sql bind_vars url \

display_size is the number of registrations you'd like to view at once. sql is a sql query that returns reg_id's ordered by reg_id asc. bind_vars is a list of the varibles to be bound in sql. url is the url of the page calling this procedure. url_vars are any variables passed into url.
